About Rough Neutrosophic Soft Sets Theory and Study Their Properties

Abstract: Earlier fuzzy set, vague set, intuitionistic fuzzy set, L fuzzy set etc are used as a mathematical tools for solving problems based on uncertainties or ambiguous in nature. But due to more complexity involves in problems exist in nature, traditional tools are unable to handle those in a systematic manner. So we need a tool which is more flexible to handle those problems. Which leads to the invention of soft set which was introduced by Molodtsov in 1999. Soft set (SS) theory is a mathematical tool deals with parametric data which are imprecise in nature. Ithis a generalization of fuzzy set theory. On the other hand Rough set (RS) theory and Neutrosophic set (NS) theory both rising as a powerful tool to handle these uncertain, incomplete, inconsistent and imprecise information in an effective manner. Actually Neutrosophic set is a generalization of intuitionistic fuzzy set. Sometimes it is not possible to handle all sorts of uncertain problems with a single mathematical tool. Fusion of two or more mathematical tools give rise to a new mathematical concept which gives an idea how to solve such type of problems in a more sophisticated ways. Which leads to the introduction of fuzzy soft set, rough soft set, intuitionistic fuzzy soft set, soft rough set etc. Neutrosophic soft set (NSS) was established by combining the concept of Soft set and Neutrosophic set. In this paper, using the concept of Rough set and Neutrosophic soft set a new concept known as Rough neutrosophic soft set (RNSS) is developed. Some properties and operations on them are introduced.

Abstract: Determination of utilization level and effort level of scad mackerel (Decapterus spp) are very important to know the status of fisheries management. This fish needs to be managed well because even as a renewable natural resources, but can undergo depletion or extinction. One of the approach in the management of fish resources is by mathematics modeling. In this research using Surplus Production Model (SPM) with 5 estimator methods, that are: Schaefer, Fox, Schnute, Walter-Hilborn, and Clarke Yoshimoto Pooley. The analysis was performed aiming to get the best estimate for the surplus production model to determine the maximum sustainable yields (MSY), utilization level, and effort level of scad mackerel. The criteria of the best model (estimator) are: sign suitability of regression equation, value of coefficient determination, validation values (residual), and significance of regression coefficients. From the best model by using the formula can be determined the maximum sustainable yields (MSY) of catching, utilization level, and effort level. The data of catch and fishing effort of scad mackerel collected from the Marine and Fisheries the Bitung City and North Sulawesi Province from 1998 - 2016. The best SPM, which is used to assess the potential of scad mackerel is Schaefer Model. Optimal effort (EMSY) of 4,449 trips per year, with catch of optimal CMSY19,793.601 tons per year. The effort level for 2014 is 86.58%, which shows the quite efficient effort, the utilization level of 73.10% showing the production still can be increased.

Abstract: In the present research work the essential elements are given to build the Economic Competitiveness Index (ICE) of Mexico in 2015, for which, the technique of factorial analysis of multivariable statistics is used. Of the construction of this indicator, we start with the report presented at the World Economic Forum (WEF) in 2016, in which the variables that must be considered to increase the economic competitiveness of the countries captured. With the development of this indicator, it was possible to predict the effects that technological innovation has on the competitiveness of the country. Added to this, it identifies the limitations that each federal entity has in relation to said concept. The development of this factorial model was done through the programming language R.
